Your property tax bill looks like arithmetic. A number, an assessment, a due date. It reads like the one part of the system too boring to cheat.
In Detroit, between 2010 and 2016, that boring number quietly took at least $600 million from homeowners in one of the Blackest big cities in America. Not a glitch. Not a rounding error. An assessment practice that violated the Michigan Constitution year after year while the bills kept going out.
Hold that number. Then ask why the only people who ever paid for it were the people it robbed.

Why this, why now
Property taxes are the tax people trust most, because they look like math. But an assessment is not math. It is a judgment call made by a government office, and in Detroit that office kept valuing homes at as much as 85 percent of market value when the state constitution caps assessments at 50. The Detroit News reviewed 173,000 homes and found that more than 92 percent were over-assessed between 2010 and 2016.
That is not a broken calculator. That is a city balancing its books on the people least able to appeal.

How the machine works
The over-assessment is only step one. The inflated bill arrives at a house that was already carrying too much. The family falls behind. The debt rolls to the county. The county forecloses and auctions the house, and a speculator picks it up for a fraction of what the family paid in.
Run that loop through a majority-Black city for seven years and you get roughly 100,000 people put out of their homes, with the paper trail showing that more than 90 percent of the delinquent homes had been overtaxed, by an average of at least $3,700. The people evicted by that math were not deadbeats. They were overcharged by their own government and then punished for not paying the overcharge.
It is not just Detroit
The national study is worse, because it is quieter. Researchers who examined 118 million homes found Black and Latino homeowners pay 10 to 13 percent more in property taxes for the same bundle of public services. At the median that is about $390 a year, taken not by a landlord or a lender but by the assessor's office, in every county, in every cycle.
Nobody votes on it. Nobody campaigns on it. It sits under the mortgage statement, disguised as arithmetic, transferring wealth out of Black neighborhoods one tax bill at a time. I write about power for a living, and I watch this one as a Black man: the most reliable tax cheat in America is not a billionaire with an accountant. It is a system that rounds Black houses up and white houses down.
The city broke its own constitution at scale, and the only people who paid for it were the people it robbed.
The insult after the injury
Detroit admitted the over-assessment happened. Task forces met. Resolutions passed. Years later, homeowners who lost six-figure assets over four-figure debts are still waiting to be made whole, and the compensation offers on the table have been discounts and preferences, not money back. When a bank does this to customers, we call it fraud and fine it. When a city does it to Black homeowners, we call it a budget challenge and move on.
Bottom line
The racial wealth gap is not a mystery of culture or effort. It is a ledger of line items exactly like this one: a tax bill inflated past the legal limit, a foreclosure that should never have happened, a refund that never comes. $600 million in one city. $390 a year in every city. The Black tax is not a metaphor. It has an invoice number.
