Nobody Has Announced for 2028. The Checks Already Cleared.

You are two months from a midterm election. Rent is due, the hospital bill is on the counter, and somewhere in Arlington, Virginia, a super PAC with $403 million in the bank has decided this is not the moment to spend any of it.

That is not a metaphor. It is line 8 of MAGA Inc.'s July 2026 FEC report. And it is the cleanest window you will get into how the 2028 presidential race is being financed while everyone pretends it hasn't started.

The rule in politics is that money moves before the candidate does. The candidate is the last to "decide." The donors decided last year.

Start with the Republican side, because it is the most honest about what it is doing. Donald Trump cannot run in 2028. MAGA Inc. raised nearly $100 million in the first half of 2026 anyway. Its FEC page lists $400.7 million in cycle receipts and $1.7 million in independent expenditures. Reporting attributes the big checks to OpenAI president Greg Brockman ($25 million in September 2025), the Winklevoss twins, and NASA Administrator Jared Isaacman.

What is proven: the numbers above, from the filings. What is reported: that Republican operatives are alarmed the PAC is "waiting too long" to spend on competitive races. What BTP is arguing: a war chest that refuses to fight the war in front of it is being saved for a different war. The only one left on the calendar is 2028.

Then look at where the small money goes. Trump National Committee JFC's allocation formula, per Forbes and NBC, sends 5 percent of every online donation to Working for Ohio. That PAC's FEC summary shows $1.4 million in transfers and zero individual donors. Vance does not have to ask anyone for money. It arrives.

Trump's own leadership PAC, Never Surrender, raised $70 million this cycle, $42 million of it via transfers, and sits on $60.9 million. The RNC, where Vance is finance chair, pulled $225.6 million between January 2025 and March 2026 from names like Paul Singer ($443,000), Sergey Brin ($443,000) and Jeff Yass ($250,000). In March, Vance spoke at the Rockbridge Network summit he co-founded, where CBS reported the buy-in was $100,000 a head and MAGA Inc. had paid the affiliated firm Thumos Strategy over $100,000 since June 2025. None of this is illegal. That is the point.

I spent twenty years inside Democratic campaigns. The phrase we used for this was "building relationships." The FEC calls it contributions to other committees.

Beshear's super PAC is the purest example. It raised $713,000 in the second quarter of 2026; $300,000 came from Ashish Patel of Carlisle, Pennsylvania (now $850,000 lifetime) and $250,000 from Deborah Simon ($500,000 lifetime). In July the IBEW, which is fighting data-center construction bans while Beshear signs data-center orders in Kentucky, brought its total to $206,000. The PAC's May report, per the Kentucky Lantern, showed donors clustered in Iowa, South Carolina and New Hampshire and a $25,000 check to the New Hampshire Democratic Party. Kentucky's governor is not on the ballot in New Hampshire in 2026.

Shapiro closed June with $50 million in his state account. His 2025 donor list, per Politico, reads like a 2028 finance committee: Michael Bloomberg $2.5 million, a Soros family PAC $1 million, Reid Hoffman $500,000, James and Kathryn Murdoch $500,000. His Republican opponent had $1 million on hand. You do not need $50 million to beat Stacy Garrity.

Pritzker's own FEC-itemized giving, as compiled by the Daily Caller (a partisan outlet, but the checks are on file), includes $1 million to House Majority PAC, $1 million to Senate Majority PAC, $250,000 to the DNC and max-outs to 22-plus House Democrats. Mark Kelly raised $25 million in the second quarter and pushed $10 million out the door to the DNC and DSCC. Ossoff raised $20 million and banked $42 million for a Georgia Senate race. Newsom's PAC raised just $33,000 in the quarter but is sitting on $14 million and shipping checks to South Carolina.

Say it plainly: the same weekend your rent went up, sixteen politicians wired money to state parties in states where they have no constituents.

The psychology is simple. An announced candidate is bound by contribution limits, coordination rules and the humiliation of a bad quarter. An unannounced one is a leadership PAC with a governor attached. Every check now buys a chairman's phone number and a favor to be repaid in a February 2028 endorsement. The donors know this. The candidates know this. The only people being asked to believe nobody is running are you.

That is what a system looks like when it works as designed. Not a conspiracy. A schedule.
